A viral video capturing Goa Health Minister Vishwajit Rane berating and threatening to suspend a senior doctor at Goa Medical College and Hospital (GMCH) has triggered widespread outrage across India. The incident, which occurred on June 7, 2025, during a surprise inspection at the hospital in Bambolim, has raised serious questions about the treatment of healthcare professionals and the conduct of public officials in positions of power.

The confrontation stemmed from a complaint Rane received about Dr. Rudresh Kuttikar, the hospital’s Chief Medical Officer, who allegedly refused to administer a pain-relief injection to a 77-year-old patient on a public holiday. According to recent reports, the patient, an elderly woman requiring daily injections for a knee condition, was directed to seek treatment at an urban health center instead of the GMCH casualty ward. Rane, accompanied by cameramen and hospital staff, stormed into the ward to confront Kuttikar. In the video, he is heard shouting, “You are not authorized to speak when I am speaking,” and ordering the doctor to “shut up” before threatening immediate suspension. The minister’s aggressive tone and public shaming of the doctor have been widely criticized as unprofessional and authoritarian.

The Goa Pradesh Congress Committee (GPCC) swiftly condemned Rane’s actions, labeling them a “disgraceful display of arrogance.” Opposition leaders have called for a mental health evaluation for the minister, arguing that his behavior reflects a lack of fitness for public office. The Indian Medical Association (IMA) in Goa also issued a strong statement, denouncing the “unruly act” and emphasizing the need to treat doctors with dignity. Healthcare professionals, already under strain from demanding workloads, expressed dismay at the public humiliation of a colleague. Posts on X reflect a groundswell of public anger, with many netizens accusing Rane of grandstanding and bullying a doctor who was simply following protocol, as the casualty ward is typically reserved for emergencies.

In response to the backlash, Rane issued a statement on June 8, acknowledging that his “tone and words could have been more measured.” He defended his actions, claiming he was acting in the interest of a “helpless elderly woman” and highlighting the importance of compassionate patient care. However, his apology did little to quell the controversy, with critics arguing that it failed to address the core issue of disrespect toward medical professionals. The minister’s claim that the casualty ward had a low patient load at the time, making the refusal of care inexcusable, has been contested by some who point out the systemic challenges of understaffing and resource constraints in public hospitals.

The situation took a turn when Chief Minister Pramod Sawant intervened on June 8, assuring the public that Dr. Kuttikar would not face suspension. In a post on X, Sawant emphasized the state’s commitment to supporting its healthcare workers and praised their “tireless efforts.” His intervention was seen as an attempt to defuse tensions, particularly after the Goa Association of Resident Doctors threatened strike action. Sawant’s decision has been welcomed by the medical community, but it has not fully resolved concerns about the broader implications of the incident.

This episode has spotlighted the precarious working conditions of doctors in India, who often face verbal and physical abuse while managing high-pressure environments. Experts note that public hospitals like GMCH are stretched thin, with limited resources exacerbating tensions between staff and patients. The incident also raises questions about the role of political leaders in addressing healthcare challenges. Rather than fostering constructive dialogue, Rane’s approach has been criticized as performative, with some alleging he prioritized media attention over meaningful reform.

The Goa hospital controversy underscores the need for systemic changes to support both patients and healthcare workers. As public discourse continues, there is growing consensus that healthcare reform must prioritize respect, adequate resources, and collaboration over confrontation. For now, the incident serves as a stark reminder of the challenges facing India’s public health system and the importance of leadership that uplifts rather than undermines those on the front lines.
